On September 14, 1998, the Texas Commission on Environmental Quality (TCEQ) received full authorization for the Texas Pollutant Discharge Elimination Program (TPDES). Cities were grouped into a phased approach for stormwater permitting. The City of Harker Heights is an MS4 with a population of less than 100,000 and was grouped into Phase II.
